The Civil Service Employment Office is now accepting applications for the position of Cemetery & Parks Superintendent in the Public Service Department. Open to the general public and to all City of Zanesville employees. Please read the job description below for minimum qualifications for this position.
Position Qualifications
An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: Experience in grounds maintenance and equipment operation and no less than three years of experience in a grounds maintenance supervisory position. Demonstrable ability to maintain good public relations and manage cemetery, park, and recreational programs. High School Diploma minimum with two years technical or Associates Degree preferred in Park & Recreation, Environmental Science, Natural Resources, Business Management, or equivalent.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
Licensure or Certification Requirements
State motor vehicle operator’s license. Category 5 Core Commercial Pesticide Applicator’s License (pesticide license to be obtained within one [1] year of employment).
Distinguishing Job Characteristics
Under general direction manages City Cemetery, Parks and Recreation Division, and maintenance operations.
Essential Duties and Responsibilities

Manages City parks and recreation activities, cemetery, and other facilities maintenance functions. Supervises Crew Leader (Parks & Recreation), Maintenance Workers, Vehicle/Equipment Operator 1, work releases, seasonals and
volunteer employees when applicable engaged in maintain city parks, cemetery, and other grounds. Plans and assigns tasks and works projects, plans and coordinates work priorities, trains staff, appraises employee performance, administers disciplinary actions, approves leaves, and ensures work complies with quality standards.
Coordinates with various labor support groups including Experience Works, Job & Family Services, youth groups, church groups, Boy Scouts, jail work release crews, etc. to recruit volunteer assistance for parks and cemetery maintenance operations.
Works with general public and public officials in setting and exploring ways of accomplishing goals. Resolves issues, gives and receives information, answers difficult inquiries, and maintains good public relations.
Develops Cemetery, Park Maintenance, Stadium, Recreation, and Riverside Park maintenance budgets and submits to Public Service Director for approval.
Monitors expenditures to ensure compliance with approved budgetary guidelines.
Administers trust funds for cemetery lots.
Manages and ensures maintenance and cleanliness of park areas and public buildings. Assigns and coordinates staff to mow grasses, trim shrubs and trees, prepare athletic fields for use, and other grounds maintenance tasks.
Manages maintenance of city cemeteries and ensures pleasant neat appearance. Maintains responsibility for funeral arrangements, lot sales, foundation sales, and installation. Handles maintenance requests. Organizes and implements preparation for burials. Confers with funeral directors, vault representatives, florists, clergy, and others to give and receive information and work functions. Assists the general public with genealogy research and location of such sites.
Inspects grounds and facilities, identifies maintenance needs, and initiates maintenance process.
Develops new cemetery sections for lot sales.
Oversees, prepares, updates, and maintains all City cemetery records and maps reflecting plot owners, interments, and grave locations. Maintains various cemetery operational records. Records interments, deeds, burial permits, and other documents such as lot time payments, prepaid opening and closing, and foundation contributions. Files and maintains section maps. Posts data to personal records both hard copy and data base system, utilizes various Microsoft Office software, spreadsheets, and (CIMS) Cemetery Imaging Management Service program.
Develops cemetery and parks maintenance procedures and methods in accordance with City policy and ordinances.
Other Duties and Responsibilities
Works with Vehicle and Equipment Maintenance Division to upgrade and maintain equipment and to maintain parts. Coordinates with various Recreation program schedulers to prepare fields for play, schedules park activities, and carries out the Summer Lunch Program when applicable.
Scope of Supervision
Crew Leader (Parks & Recreation), Maintenance Workers, Vehicle/Equipment Operator 1, seasonal secretary, maintenance
staff, volunteer work groups, and jail work release crews.
Equipment Operated
General office equipment, vehicle. Occasionally operates trucks, mowers, tractors, backhoes, chippers, weed-eater, utility vehicle, tampers.
Contacts with Others
Funeral Directors; monument and vault dealers; Genealogy Association; City Officials; trade sales representatives; soccer,softball, old timers, neighborhood and other associations; federal and state organizations; general public; Director of Parksand Recreation; Fishing Clubs.

Family information pertaining to burials; personnel files (sensitive public record information).
Working Conditions
Good working conditions when working in the office. Exposure to heat, cold, dampness, fumes, noise, dirt, and dust, and other inclement weather or conditions when working in the field. The employee must use standard safety precautions due to exposure to injury from operation of equipment and work requirements.

Submitting an Application
To be included in the process for the position of Cemetery & Parks Superintendent, you must have submitted an electronic application by the deadline date.
